UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent poll of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England reported that six out of ten of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of councils seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Wider Financial Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase council taxes next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of county councils this week also found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study found.
